                 Statement of the Chinese Delegation
                at the WTO Trade Policy Review of Turkey
                     17-19 December, 2003

    Madam Chair,

      Thank you for giving me the floor. Firstly, China would like to join the preceding members in welcoming the delegation from Turkey. We would also like to thank the discussant, H.E. Dr. Peter Balas for his precise and insightful observation on the trade policy of Turkey.

      China is pleased to see that the economic stabilization programs undertaken by Turkey in recent years have shown positive results, and the national economy has been growing at high speed. China also appreciates Turkey’s massive efforts paid in the revision of trade-related laws and regulations, which will better its implementation of WTO obligations. China has noted that Turkey spent large amount of human and material resources in improving its customs supervision and automation, and streamlining the customs procedures. It is our hope that Turkey will implement the provisions on customs valuation, rules of origin, technical regulations and inspection and quarantine, so as to achieve the aim of trade facilitation.

      China and Turkey have been enjoying good trade relationship. The past few years witnessed repaid development in trade between China and Turkey. In 2002, the volume of bilateral trade was US$ 1.378 billion, and in the first half of 2003, the volume has reached to US$ 1.093 billion, 92% higher than that of the same period last year. At the same time, cooperation and communication have been established and improved in the areas of bilateral investment and project contracting.

      China is satisfied with the steady development in bilateral trade relations. However, there are some questions China is concerned about.
    In May, 2002, Turkey revised its legislation on anti-dumping measures. The revised legislation provides five criteria on the granting of “status of market economy” and Chinese enterprises conforming to these criteria will be considered as running in status of market economy. Besides, Turkey sets a section for “market economy and individual determination” in the antidumping investigation questionnaire, however, China noted that the “criteria for individual determination” have not been provided in the legislation on antidumping. China is concerned about that and seeks clarification from Turkey.
    Madame Chair, China would like to thank the Secretariat and the Turkish government for their efforts in preparing the review. Through the trade policy review, we would like to strengthen the exchange of information and enhance understanding of each other, so as to better develop bilateral economic and trade relation and promote cooperation between China and Turkey in multilateral trading system.
